8th Balkan Conference of Informatics 2017, BCI2017 Call for Papers

Welcome
After the great success of the previous BCI conferences, we are pleased to announce the 8th Balkan Conference in Informatics (BCI2017). You are cordially invited to submit your papers.

Scope
The main objective of the BCI series of conferences is to provide a forum for discussions and dissemination of research accomplishments in Computer Science and Information Technology and to promote interaction and collaboration among scientists from the Balkan countries and the rest of the world, and to encourage involvement of young researchers from the region.

The conference will consist of regular sessions with technical contributions (regular papers) reviewed and selected by an international program committee, as well as of invited talks presented by leading scientists. Different workshops will be held in line with the main conference. The official language of the conference will be English.

The conference will follow up the international conference ICT Innovations and it will fully overlap with the European Conference on Machine Learning and Principles and Practice of Knowledge Discovery.

Topics of interest
Original papers dealing with both theory and/or practical aspects of wide areas of ICT are solicited. The general areas of interest include all topics listed in the 2012 Revision of the ACM Computing Classification System:
• Hardware
• Computer systems organization
• Networks
• Software engineering
• Theory of computation
• Mathematics of computing
• Information systems
• Human-centered computing
• Computing methodologies
• Applied computing
• Social and professional topics

Papers reporting on developments, reviews, proposals, projects on Information Technology in South-East Europe in the following areas are also solicited:
• Governance (e.g. systems in place, policies etc)
• Education (curricula issues, secondary and higher education etc)
• Professional Issues (e.g. employment, Computer Societies, entrepreneurship etc)
• European ICT Priorities (e.g. enterprise, smart specialization, aging etc)

Research papers should be original contributions and should not be accepted or submitted elsewhere until the decisions of the BCI 2017 Program Committee are announced. Submissions will be reviewed by at least two independent reviewers, members of the Programme Committee.

Publications
Original contributions are solicited for the following categories:
• Full research papers (max 8 pages) describing research accomplishments.
• Short research papers (max 4 pages), i.e. experience reports, project overviews, etc. which do not fully adhere to the standards of a first rate scientific publication, but are nevertheless of interest and value for the participants of the conference.
Submissions will be reviewed by at least two independent reviewers, members of the Programme Committee. Only accepted full papers and some high-quality short papers will be included in the main BCI 2017 Proceedings (published by ACM in the International Conference Proceedings Series). Papers must be formatted according to the ACM ICPS style templates (LaTeX2e format is preferred) and following ACM proceedings instructions . Other accepted papers will be published in local proceedings (with ISBN). A selection of outstanding papers from the conference may be invited for publication in internationally recognized journals (subject to additional reviewing). All contributions should be in PDF format and should be submitted electronically via the EasyChair. For their submissions, authors are encouraged to consider the final paper format requirements, as specified at the conference site. Research papers should be original contributions and should not be accepted or submitted elsewhere until the decisions of the BCI 2017 program committee are announced. At least one author from every submission accepted to appear in proceedings is obliged to register and attend the conference.

About the venue
Skopje is a city with a long and vivid history. The Stone Bridge in the center of the city was built on the Roman foundations. The old fortress was built during the rule of Emperor Justinian I. They have been recently restored and attract the tourists. The famous Old Bazaar, which impressed Evlya Çelebi is well preserved, and it is still very beautiful and busy. Hundreds of old churches and mosques, particularly Saint Panteleimon in Gorno Nerezi, Saint Nikita in Gornjane, as well as Saint Savour Church and Mustafa Pasha’s mosque near the Skopje Fortress are gorgeous. Since 2011, the 66 meter Millennium Cross on the top of the Vodno Hill can be reached by a ropeway. The view towards the city is simply astonishing. The cave Vrelo in the Matka Canyon is one of the deepest underwater caves in the world. Social program will enable you to visit many of these monuments.
