This is the first conference being offered jointly between the University of North Dakota (UND ), Grand Forks, USA, and the SCIence and Engineering Institute (SCIEI ), Chengdu, China. UND is the state's oldest and largest University, with nearly 15,000 students and 225+ fields of study. The state's flagship research university, UND has a reputation for research and scholarship in health sciences, energy and the environment, aerospace, and entrepreneurship. SCIEI is a scientific society dedicated to the promotion of international education and university cooperation in the field of Science and Engineering. Through the organization of different international events, it brings together institutional bodies and organizations from different countries of the world for discussion and cooperation. The goal of this conference is to foster interdisciplinary and international collaboration opportunities, and strengthen domestic and international recognition in pure and applied research for the participants.

The era of cyber-security has fostered new research and application in multiple spheres of interdisciplinary activities. Cyber-security has gained international attention because of recent highly publicized breaches of government and private systems. From the clandestine Stuxnet virus to the public releases on WikiLeaks, the fallout from cyber-security failures are enormous. The physical infrastructures on which software technology’s implementation have made advances in performance and reliability, are growing at an exponential rate. From the smallest electronic medical implants to the largest aviation craft, the security of safety-critical systems is of paramount importance to the research and application communities. Major concerns exist with the privacy and integrity of the design and implementation of these systems, as well as the data these systems produce and store, which inform policy and procedure decisions.The research disciplines, in the related areas, are making strides in addressing the growing concern with cyber-security. With increasingly sophisticated research, there is a growing need for interdisciplinary and international availability, distribution, and exchange of the latest research results in organic forms, including not only research papers and multimedia documents, but also various tools developed for measurement, analysis, inference, design, planning, simulation, and production as well as the related large data sets. There is the need for new theories and technologies for the advancement of cyber security, and this conference offers a forum for presenting original work and stimulating discussions and exchanges of ideas around this topic.
