Public Job Description
- Leads the BFM support for a Naval Sea Systems Command (NAVSEA) Program Office.
- Organizes, directs and manages the BFM functions within applicable shipbuilding programs.
- Leads and executes multiple, complex, and inter-related tasks that span multiple customers.
- Manages contractor support personnel executing customer requirements at multiple locations.
- Maintains and manages BFM customer interface at all levels of the customer organization.
- Meets with customer personnel to formulate and review task plans and deliverables
- Ensures conformance with customer and contract cost, schedule, and quality requirements
- Develops and enforces work standards
- Provides quality assurance, communicates goals, objectives, and policies.
- Provides financial management and project administration
- Supervises and directs staff on a daily basis
Security Clearance Requirement
- An active SECRET security clearance is required
Qualification Requirements
- Bachelor degree (BS/BA) in a technical or managerial discipline is required.
- Demonstrated experience of 10 years in supporting DOD Planning, Programming, Budgeting and Execution (PPBE), with emphasis on program planning and analysis, budget preparation and justification and funds execution is required.
- Demonstrated experience of DOD financial accounting systems, including Program Budget Information System (PBIS), NAVSEA Headquarters System (NHS), Standard Accounting and Reporting System (STARS), Mechanization of Contract Administration Services System (MOCAS) is required.
- Demonstrated experience in contract analysis and Earned Value Management (EVM) required.
- Demonstrated experience and knowledge of Enterprise Resource Planning (ERP) required.
- Demonstrated experience in Joint High Speed Vessel (JHSV) and/or Mobile Landing Platform (MLP)/Expeditionary Transfer Dock (ESD) is desired, but not required.
- Must possess and exercise diplomatic tact and have the capability and capacity to develop and manage complex business relationships with multiple organizations.
- Must be proficient in the full suite of Microsoft Office products and tools.
- Travel (10-15%) may be required.
