Brief Description

We are looking for a Lead PMO Analyst to join us with strong planning, organisation and project governance skills to work on the Structural Reform Programme.

The Analyst’s main responsibility is to: (i) provide hands-on-help with project management processes (ii) support the application of the delivery framework and (iii) provide an impartial view of the status, ensuring programme monitoring of plans, risks, issues, assumptions and dependencies. They will support the Programme/Project Manager in ensuring that projects are effectively planned, controlled and managed to agreed time, specification and budget. The Lead PMO Analyst will report into the PMO Manager.

Detailed Description

The Structural Reform Programme has been initiated to prepare for the changes required to meet the aims of the Financials Services (Banking Reform) Act 2013 (‘BRA’). The BRA addresses UK Banks with greater than £25bn core deposits and requires that, by the start of 2019, a ring-fenced bank for UK depositors and, in most cases, a non-ring-fenced bank will established. It will entail significant change for each impacted bank and will affect how the Bank of England supervises the new structures and the regulatory data that is collected.

The Programme will need to ensure that the Bank is fully prepared to meet the requirements of the BRA, including managing Bank-wide impacts such as payment and settlement systems. The Programme will also need to introduce new and updated rules to enforce the ring-fence activities.

The Lead PMO Analyst will play an important role within the PMO and you will be required to have an understanding of the objectives of the programme and develop and maintain effective working relationships with the programme/project managers, the wider programme and projects teams, technology and any third-party service providers.

The specific responsibilities of the Lead PMO Analyst will include:

· Monitoring, reporting and analysis of project progress against plan, benefits and scope, providing an early warning of any variances or exceptions, assessing the impacts and recommends actions pro-actively,

· Developing, implementing and maintaining a dashboard and supporting MI /standard board pack to ensure timely provision of accurate management information, championing its usage,

· Ensuring compliance reporting standards, templates and tools are centrally defined,

· Establishing and maintaining a project document library,

· Supporting the project budget information and reporting,

· Establishing risk, issue and dependency identification processes and monitoring logs for the programme/project, and updating with input from the programme/project teams,

· Managing the change control process,

· Pro-actively building effective relationships with stakeholders across the programme / project,

· Tracking and measuring quality assurance.

As well as delivering their specific programme/project assignments, they will also contribute to the development of the Bank’s PMO capability and community.

Job Requirements

Requirements of the role:

· Experience providing Project Management Office (PMO) services on a programme or project including;

o Planning,

o RAID management,

o Change control,

o Finance tracking,

o Document management,

o Reporting and monitoring.

· Must be numerate with an understanding of budget processes and cost management,

· Experience of meeting administration and management, including the planning, preparation, proceedings and post meeting actions and follow up, and ability to record accurate minutes,

· Experience of working collaboratively across project and organisational boundaries to achieve shared goals,

· Proven ability to interpret multiple sources of complex data to draw conclusions and make recommendations,

· Good organisational skills and ability to manage a diverse workload and prioritise amid conflicting demands and busy work periods,

· Strong communication skills (verbal, written and presentation) and the ability to develop effective stakeholder relationships,

· Experience of taking and producing minutes at meetings,

· Excellent MS Office skills, including Microsoft Project and Excel.

Desirable

· A recognised project, PMO, project support or programme management qualification eg Prince 2, MSP, APMP, PMP or PMI.

Working on a fast paced programme, within Financial Services or Government.
