deciBel Research has an immediate opening for an experienced Project Manager in Colorado Springs, CO.
Position Description:
deciBel Research is currently seeking a Project Manager that designs, builds, maintains, upgrades and evolves seventeen labs and associated infrastructure for the integration and testing of the Missile Defense Agency's (MDA's) C2BMC and GEM elements. These labs and supporting infrastructure are comprised of various hardware and software components and external interfaces. The rapid pace of the C2BMC development program requires continual upgrades and evolution of these labs and the supporting environment. Will support complete project life-cycle activities associated with various information technology and infrastructure oriented projects in support of missile defense C2BMC integration and testing. The position includes the following activities: project planning, cost estimation and proposal development, integrated schedule and risk management, requirements and design management, procurement management, scope management, project execution, issue resolution, project monitoring and control, stakeholder management, verification and project closeout. This position will perform earned value management and provide Integrated Product Team (IPT) leadership throughout a project life cycle. Develop presentations and brief stakeholders at key review points. Coordinate/manage development and implementation activities among several internal and external organizations. Set and continually manage project expectations with team members and stakeholders. Identify and resolve issues and conflicts within the project team. Identify and manage project dependencies and critical path. Track project milestones and deliverables. Develop and deliver progress reports, proposals, requirements documentation and presentations. Proactively manage changes in project scope, identify potential risks and devise contingency plans. Define project success criteria and disseminate them to involved parties throughout the project life cycle. Build, develop and grow any business relationships vital to the success of the project.
Education Requirements: Master's Degree in Information Systems, Project Management, Systems Engineering or related discipline.
Experience Requirements:
The successful candidate must possess 10+ years of applicable experience with emphasis on managing system events and proactively leading project teams to success. Must have the demonstrated ability to develop, manage, and successfully lead teams by utilizing excellent communication and leadership skills. Must have the ability to build and maintain positive relationships with stakeholders, both internal and external. Proficiency with MS Office applications (including Project & Visio) and excellent presentation skills. Experience with engineering processes and tools supporting requirements, design, implementation, verification and validation, and closeout to successfully manage several projects (8+) simultaneously using industry accepted project management practices. Demonstrated experience creating, monitoring and proactively managing project schedules with MS Project or similar tool. Thorough understanding of risk mitigation and experience planning for, identifying and managing project risks. A demonstrated capability of operating within a challenging and dynamic environment. A history of excellent collaboration, teaming and communication amongst peers, management and stakeholders; demonstrated performance in developing and leading teams toward project objectives. A track record of proactively achieving organizational goals and objectives.
Special Skills Desired:
Experience with ballistic missile defense operations and interconnectivity; theater, midcourse, and terminal missile defense. Knowledge of strategic and theater missile defense weapon systems, sensor systems, tactical communications, and C2BMC communication environments. Familiarity with systems integration, systems and network administration, DoD communications systems and networks/protocols. Earned Value Management System (EVMS) experience and PMP certification. Experience as a systems engineer performing requirements elicitation and derivation.
