Market Services Division (MSD) is responsible for the some of the most high profile operations that the Bank conducts in delivering monetary and financial stability. MSD manages a range of vital securities settlement functions in respect of the Bank’s sterling and foreign currency market functions, such as the settlement of sterling liquidity facilities and the UK’s foreign exchange reserves. MSD also operates the Bank’s Real Time Gross Settlement System (RTGS) which underpins all sterling payments, supporting settlement of hundreds of billions worth of payments every day via payment systems such as CHAPS and CREST.

Payment and Settlement Analysis (PSA) is responsible for strategic and operational policy across the Division on a range of payment and settlement functions, particularly in relation to the CHAPS, CREST and retail payment systems, and the Division’s role in securities and custody operations. The team consists of around 15 staff, including a senior manager and two managers.

Brief Description

An excellent opportunity to join a small team of business analysts advising on operational policy and change management in support of the Bank’s role as operator of the RTGS payments infrastructure and the operational settlement of the Bank’s official and customer custody operations.

Detailed Description

The role offers a mix of short and medium-term business analysis and operational policy work. It requires the provision of accurate, expert analysis on sometimes complex issues and to short deadlines. At the same time, progressing longer term policy work, often looking at emerging issues, working through and then implementing practical solutions and policies alongside colleagues from related operational and policy areas across the Bank.

PSA has a very wide remit as a team so the specific responsibilities can be tailored to the successful applicant, but some examples include:

  • Take responsibility for the RTGS Business Intelligence systems (‘PBI’ & ‘RTBI’) including change planning, managing relationships with external/internal users, BPFR planning, and Technology.

  • Producing reports and business analysis for managers of the RTGS operations team (PSC) and PSA to support the operation of, and policy development in, the RTGS system.

  • Providing business intelligence and policy advice to BPFR Senior Management and RTGS governance committees.

  • Provide briefing and analytical support to MSD managers as part of the relationship management with the payment schemes for whom the Bank acts as settlement agent.

There will also be the opportunity to work on relevant aspects of the Division’s strategic policy agenda, supporting the development of Bank’s payments and settlement policy in relation to internal, domestic and international policy debates, especially where there is relevance to MSD’s operations.

Job Requirements

Experience as a business analyst (though it is not essential for this to be in a directly-related subject field);

  • Knowledge of payment and settlement systems and the Bank’s role within them, though there is ample scope to acquire this knowledge on-the-job;

  • Experience of working in an operational policy and/or change management environment;

  • Experience of analysing and drawing conclusions from large and complex data sets.

  • Effective communication skills – the job involves a range of internal and external contact at differing levels, and the jobholder may be called upon to write briefing notes or present to peers/seniors on their areas of expertise;

  • Ability to convey complex information to non-experts by drawing out key messages and using non-technical language;

  • Flexibility to handle a range of demands from different stakeholders, either working alone or as part of a team, and ability to balance a wide range of work with differing timetables;

  • Strong desire to take on a broad portfolio of varied work across different subjects in the payment and settlement space.

  • Ability to analyse and design workable solutions to problems, whether it be through drawing on technical knowledge of the relevant systems or an ability to grasp new and varied concepts;
