The Defense Contract Management Agency serves as the independent eyes and ears of the Department of Defense (DoD) and its partners, delivering actionable acquisition insight from the factory floor to the front line around the world. We are an independent combat support agency within the DoD. We are the Department's contract manager, responsible for ensuring Federal acquisition programs, supplies, and services are delivered on time, within cost and meet performance requirements.

Defense Contract Management Agency uses the Expedited Hiring Authority to recruit and appoint qualified individuals directly into shortage category or critical need acquisition positions. Multiple positions may be filled from this announcement.

Duties:

  • Conducts Contract Receipt and Review (CRR) functions related to contract cost, schedule and performance for buying activities and Defense Contract Management Agency (DCMA) elements; including: evaluation of production engineering effort, ability to produce, logistics, support programs, master engineering planning schedules, special tooling, test equipment, facilities and material review of nonconforming hardware.
  • Provides technical advice and consultation in relation to Independent Research and Development Bid and Proposal expenses, first article inspections, production, plant layout, manufacturing processes and techniques, and contract schedule changes.
  • Evaluates contractors' and subcontractors' engineering systems, design, development, production, and test efforts in accordance with contract terms.
  • Evaluates contractor manufacturing and design processes for implementation of engineering best practices.
  • Analyzes contractor performance data including systems engineering, manufacturing engineering, supply chain management, and EVM performance for trends, and provides pertinent data to the Chief Engineer (CE).
  • Provides technical advice to Contract Management Office (CMO) personnel on problems, conditions, programs, and functions. Provides engineering Technical Support to Pricing (TSP) and cost analysis reviews for proposals.
  • Assures contractors are effectively controlling their nonconforming supplies (material) and services by fully engaging in all aspects of the contractors' processes and procedures.

    Qualifications:

    In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

    Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.

    Specialized experience is defined as: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-11).Specialized experience is defined as: independently analyzing and providing solutions when applying engineering concepts, principles, and practices applicable to mechanical, computer, electronics, aerospace, industrial and/or general engineering assignments.

    BASIC EDUCATION REQUIREMENTS (Engineering Series):

    A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

    B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

    Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

    Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

    Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

    Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. NOTE: You must provide a letter of reference stating that you have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. The letter must be signed by the engineer who provided the professional engineer supervision. It must also include their name, phone number, and engineer credentials (i.e. engineer education or professional certificates). Lack of this documentation will make you ineligible to be referred.

    Note: An applicant who meets the basic requirements as specified in A or B above, except as noted under B.1., may qualify for positions in any branch of engineering unless selective factors indicate otherwise.

    Other Requirements:

    • This is a Defense Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirements for certification at Level II within 24 months of entrance on duty.
    • Two year trial/probationary period may be required.
    • Position may require employee to wear protective clothing and gear.

    Condition of Employment:
