JOB SUMMARY:

The January 23, 2017, Presidential Memorandum, entitled "Hiring Freeze," ordered government agencies, including the Centers for Disease Control and Prevention (CDC), to freeze all hiring of Federal civilian employees. In an effort to ensure CDC is best positioned to resume hiring after the hiring freeze expires and the Office of Management and Budget (OMB)/Office of Personnel Management (OPM) issues a joint plan to reduce the size of the Federal Government's workforce, CDC will continue its recruitment efforts (post job vacancy announcements, evaluate and screen applicants, interview, etc.). This position will not be filled and no job offers will be made until resolution of the hiring freeze, or the position qualifies for a hiring exemption and is approved pursuant to OMB guidance.

This position is located in the Department of Health and Human Services (DHHS), Centers for Disease Control and Prevention (CDC), Office of the Chief Operating Officer (OCOO), Office of Safety, Security and Asset Management (OSSAM), in Atlanta, GA.

DUTIES:

As an Electrical Engineer you will:

  • Design documents and estimates for complex facilities, such as laboratories, data centers, central utility plants, security control rooms, scientific communication centers, as well as office buildings, warehouses and parking structures.
  • Prepare design drawings, specifications, and estimates.
  • Perform field surveys and investigations to determine baseline data necessary to initiate design; the data is utilized in determination of project design feasibility and alternative design solutions.
  • Develop scope of work documents to procure special studies or design elements on highly complex projects.
  • Serve as Project Officer (PO) and the Contracting Officer's Technical Representative (COTR) in administering architectural/engineering contracts and/or other contracts necessary to support BFO's mission.


QUALIFICATIONS REQUIRED:

Basic Qualifications:

A. Have successfully completed a full four-year course of study at an accredited college or university leading to a bachelor's or higher degree that included a degree in professional engineering. To be acceptable, the curriculum must: 1. Be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or 2. Include differential and integral calculus and advanced courses in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
B. Have a combination of education and experience - college-level education, training and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good theoretical and practical understanding of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional Registration: Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions), are eligible only for positions that are within or closely related to the specialty field of their registration. 2. Written Test: Evidence of having successfully passed the Engineer- in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Puerto Rico, and Guam. 3. Specified Academic Courses: Successful completion in an accredited college or university of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering. These must have included the courses specified in the basic requirement. 4. Related Curriculum: Successful completion in an accredited college of a full 4-year or longer related curriculum leading to a bachelor's or higher degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology may be accepted in lieu of a degree in engineering, provided the candidate has at least one (1) year of professional engineering experience acquired under professional engineering supervision and guidance. (The above examples of related curricula are not all-inclusive)

Minimum Qualifications:

GS-12: Have one year of specialized experience, equivalent to the GS-11 grade level in the Federal service, to include experience creating electrical engineering designs and construction drawings and specifications for new construction, renovation, and improvement projects; performing technical calculations, producing design and construction estimates and schedules; providing on-site construction management duties and proficient in the use of AUTOCAD.

GS-13: Have one year of specialized experience, equivalent to the GS-12 grade level in the Federal service, to include experience in creating electrical engineering designs for medium-sized (200,000 square feet) renovation and improvement projects including writing and editing specifications, producing estimates at schematic design and producing electrical engineering construction documents in AutoCAD.

5. Ability to perform complex engineering calculations.

7. Knowledge of procurement and contract types, methods, and regulatory requirements for engineering initiatives.
8. Skilled in effective communication.
