Scope of Job:

To administer University Benefits and provide expert advice regarding health insurance benefits, retirement plans, and deductions/processing for all UTRGV employees and retirees for an assigned location.

Description of Duties:

• Responsible for administering insurance benefits, retirement, and additional health, life, retirement, and/other related deductions for an assigned campus location.
• Serves as a subject matter expert to employees, retirees, management and university leaders in benefits, retirement and critical benefit related situations.
• Provides supervision, advise and support to assigned staff.
• Ensures benefit policies compliance to applicable state, coordinating board, UT System and federal reporting requirements.
• Responsible for accurately processing, monitoring, and validating payroll adjustments to include all benefit deductions for health, retirement, voluntary, and optional additional payments.
• Validates and resolves all benefit payment and retro payment activities with payroll.
• Responsible for administration of health benefits, retirement plans and acts as liaison with UT System, health insurance and retirement vendors, for the assigned campus location.
• Makes effective and legally sound decisions for complex and sensitive benefit and retirement related issues and offers creative and alternative solutions, as applicable, with diplomacy under tight deadlines.
• Advises employees and retirees regarding university benefits, insurance programs, policies and recommends solutions for all related employee/retiree problems and reports more complex issues to the assigned supervisor.
• Responsible for the preparation and submission of disability applications for short-term, long-term insurance benefits and retirement and provides vendor with all required documents. Develops and conducts training and new hire orientation sessions regarding institutional benefits, retirement and optional plans. Organizes other special events such as vendor presentations, lunch and learns, benefits fairs, and trainings as needed.
• Provides interpretation and advice to ensure compliance with government regulations and plan provisions including but not limited to IRS and retirement plan limits, retiree return to work provisions, issuing of 1095C forms and Affordable Care Act (ACA) eligibility and enrollment.
• Coordinates and implements the processing of benefit updates ACA and any other legislation impacting benefits eligibility.
• Reviews, monitors, and validates the maximum exclusion allowance for those employees who contribute to tax deferred annuity plans to ensure compliance with Internal Revenue Service tax code requirements.
• Prepares and submits all necessary documentation for death claims and assists beneficiary with benefit and payroll related documents.
• May serve on Benefits Advisory Committee (BAC) as needed.
• Assists with benefit and retirement plan design and policy development.
• Actively participates as lead and/or team member for PeopleSoft and ERP related technical and functional issues.
• Performs other duties as assigned.

Required Education:

Bachelor’s degree from an accredited university.

Required Experience:

• Four (4) years of experience in benefits, retirement, or other related Human Resources experience.
• Experience may be substituted for education on a 1-on-1 basis.

Preferred Experience:

Experience obtained in Health Services, Higher Education, or entity offering Teacher Retirement System benefits Experience with TRS/ORP.
