Role Summary
The Environmental Supervising Engineer is responsible for general compliance activities primarily associated with water (stormwater and wastewater), solid waste and remediation (soil and groundwater). This position will also coordinate chemical inventories and reporting under SARA (e.g., annual Tier II and TRI) and EPA’s risk management program (RMP). To successfully accomplish these activities, the Supervising Environmental Engineer will oversee the daily work efforts of several represented positions both directly and through the direction of other department staff. Supervision will include oversight of schedule, training and performance of environmental operations hourly personnel. Some efforts will require this position to direct in-house and external consultant support.
Major Duties and Responsibilities:
- Supervise the operation of the wastewater treatment system, groundwater remediation system, waste management units and flares including all assigned refinery personnel and contractors. This includes verification and scheduling of appropriate training
- Coordinate permitting and reporting for wastewater, stormwater, solid waste, and groundwater at the refinery
- Establish and maintain a system to document and track compliance with regulations, permits and other agency obligations related to water, waste and remediation
- Manage transportation and disposal of hazardous and nonhazardous waste generated at the refinery
- Develop and maintain spill response plans and equipment and supervise response efforts along with cleanup
- Conduct the operations of the wastewater, stormwater, solid waste, groundwater remediation and spill response within the constraint of the assigned budget
- Demonstrate personal safety responsibility and foster a culture of safety within environmental operations.
- Lead, assist (or delegate a representative) on investigation teams for all environmental incidents based upon the established criteria. Develop and implement cause and corrective actions for continuous improvement
- Coordinate timely reporting of Tier II and TRI inventories
- Utilize the management of change (MOC) to implement equipment and procedural changes. Participate (or delegate) as appropriate in process hazard assessments (PHAs)
- Assure the routine review of process and project documentation (including incident investigations) with regard to potential RMP updates. Schedule and coordinate the RMP audit required by rule
- Authorized user of EPA and TCEQ electronic reporting tools including CDX and STEERS.
- Ensure adherence to labor agreement, company policies and other standards applicable to environmental hourly personnel
- Advocate for recycling, waste minimization and other pollution prevention measures.
- Responsible to develop and communicate metrics related to environmental performance
- Owns the refinery’s spill response plan and assures its timely update. Supervises response efforts along with cleanup. Assures that spill response equipment and responder agreements are in place and suitably maintained. Employs frequent drills to verify training and incident command system
- Oversee the efforts of nested and outside contractors involved in vacuum truck operations. Coordinate tank/API/aeration basin cleanouts and waste disposal
- Conduct periodic reviews of remediation efforts and spending status. Provide updates when applicable to the appropriate local and corporate personnel
- Perform (or delegate) audits of existing and proposed offsite waste disposal facilities
- Utilize sound human relations and communications skills to provide development of direct reports and elicit cooperative responses from other refinery departments.

Requirements – Skills/Knowledge/Abilities
Required Qualifications:
Bachelor's Degree in Engineering discipline or Environmental ScienceFive (5) years of experience (direct or in a consultant role) within a refining, industrial or manufacturing facility with at least one (1) year of that providing environmental oversight in a supervisor or management roleAbility to establish and communicate goals and oversee their implementation including monitoring of KPIsHighly knowledgeable of federal and state new source permitting requirements, the preparation of appropriate applications and negotiation of permit conditionsAbility to manage multiple priorities with deadlines in a fast paced and dynamic environmentSome working knowledge of federal and state wastewater, stormwater, and remediation regulatory requirements applicable to refinery sources (e.g., Tier II, NESHAP FF, RCRA, NPDES, etc.)Demonstrated leadership ability and skillsSolid verbal and written communication skillsStrong interpersonal and organizational skillsAbility to interact effectively and positively with all levels of Company personnelWillingness to provide coverage during off-shift hour and weekends as requiredAbility to work independently and in a team environmentStrong attention to detailProficient in Microsoft Office applications including MS Excel and WordAbility to anticipate and adapt to changing situationsAbility to perform tasks that include walking, climbing equipment, working within confined spaces and occasionally lifting up to 50 lbs.Must pass drug test, fit-for duty test and background checkMust be legally authorized to work in the United StatesDesired Characteristics (preferred but not required)
Bachelor’s Degree in Chemical or Environmental EngineeringRegistered Professional Engineer in Texas (preferred)Seven (7) years of experience (direct or in a consultant role) within a refining or petrochemical facility with two (2) years or more of environmental oversight in a supervisor or management role including at least three (3) years in TexasExperienced in working in a union environmentConsiderable knowledge and/or experience of safe work practicesAbility to achieve environmental excellence by establishing and communicating goalsSignificant working knowledge of wastewater, stormwater, and remediation regulatory requirements including those pursuant to RCRA and NPDES. Documented by employment and training history.Some working knowledge of Tier II and TRI.
