Primary Purpose

Working independently, the Public Finance and Portfolio Analyst performs financial analysis and monitoring of new and existing clients.

Essential Functions

  • Monitor and verify payments made and received under DASNY’s derivative financing arrangements.
  • Develop and maintain the Department’s Public Finance database.
  • Perform and review detailed financial analysis and complex financial calculations.
  • Assist in the production of Official Statements.
  • Assist in the preparation and/or review of bond issues including drafting staff reports and reviewing financial statements.
  • Review and maintain data in DASNY's portfolio monitoring databases and payment tracking systems; perform periodic review and/or reconciliations to ensure accuracy of data.
  • Prepare monitoring reports of clients' financial and program performance.
  • Schedule, conduct and report on site visits with DASNY clients to review and assess business plans, financial information and management and governance capabilities.
  • Discuss and recommend actions concerning fiscal problems uncovered by review of financial statements, special reporting, site visits and payment performance.
  • Prepare credit analysis for new financings.
  • Process and evaluate financial impact and prepare recommendations based on findings for requests of changes under mortgages, such as the sale or leasing of property, working capital loans and easements.
  • Monitor facilities' financial performance during construction and provide DASNY clients with the support and guidance needed to obtain capital reimbursement.
  • Propose and monitor workout agreements with financially challenged clients and identify payment delinquencies.
  • Assist in the development and/or review of requests for proposals and selection process.
  • Develop and maintain reports for management, clients, the Legislature, the Executive, the Comptroller and other entities.
  • Assist in the development, review and/or maintenance of various financial schedules.
  • Assist in the development and maintenance of systems applications, identify reporting and data gathering needs, develop specifications and serve as a liaison with Information Services on technical aspects of Public Finance and Portfolio Monitoring applications.
  • Identify opportunities for improvement and increased efficiency and formulate and implement process improvements in consultation with their supervisor.

Other Duties and Responsibilities

  • Prepare claims for insurance.
  • Participate in the administration of the DASNY’s Health Care Restructuring Pool and Health Care Portfolio Management Fund loans.
  • Participate in the administration of new programs, including grant programs.
  • Assist with the development, documentation and implementation of procedures.
  • Assist with the assessment/development and implementation of internal controls, and participate in the review and testing of same.
  • Assist with training employees.
  • Undertake special assignments as directed.
  • Must maintain regular attendance in accordance with DASNY attendance and leave policies.
  • Must adhere to the NYS Information Security Policy Standards established and issued by the Office of Cyber Security and Critical Infrastructure Coordination. (Standards can be found on the Intranet).

Physical/Mental/Visual Demands

Monthly travel may be required using public transportation, DASNY vehicle, rental vehicle or personal vehicle. This travel may include overnight stays at public accommodations and related establishments. Requires complex-decision making. Overtime or extended work hours may be required.

Work Environment

Standard office environment including the use of one or more of the following: PC, telephone, fax machine, printer, copier, scanner, electronic stapler/hole punch/date stamp, shredder.

Minimum Qualifications

Bachelor's degree plus three years relevant experience.

Preferred Qualifications

Bachelor's degree in Accounting, Business Administration, Finance, Higher Education Administration, Health Care Administration, Public Administration or related field plus three years relevant experience.
